Baldwin is a small and rural town in Chemung County, New York. It is located just west of the City of Elmira and is considered part of New York’s Southern Tier region. , the town population was estimated at 790. Baldwin was first settled in 1813 and formally established as a township in 1856. The town is a shell of its former self. In its earlier years Baldwin was a prosperous agricultural community. However, nowadays its citizens mostly work away from town. Baldwin is known as "The Icebox of Chemung County" due to its winter temperatures being on average the lowest in Chemung County.

The east part of town and the Hamlet of Hicks is served by County Route 3 (Wyncoop Creek Road). The remaining town area is accessible via smaller local roads.
