Phelps is a town in Ontario County, New York. It is part of the Finger Lakes region and roughly thirty-five miles southeast of downtown Rochester., the town had a population of approximately 7,000. The town encompasses two villages. One village is named Phelps and the other is Clifton Springs. The Village of Phelps is located in the center of town. Clifton Springs is on the western border and is split between Phelps and the neighboring town of Manchester. Phelps has several hamlets. They are Dobbins Corners, Fort Hill, Gypsum, Knickerbocker Corner, Melvin Hill, Oaks Corners, Orleans, Phelps Junction, Thompson, Unionville, and West Junius.
